The current flip book is part of the Erasmus small-scale partnerships in youth work: “Mind the Game or Game the Mind: Rethinking Gamification as an Educational Approach in Youth Work and Citizenship Education. This project is being implemented in 2024 in Germany, Estonia and Poland.

The goal of the program was to put the Russia-Ukraine war on the agenda of the societies of Georgian and EENCE member states and increase their awareness and sensitivity towards the current war in order to prevent future wars or conflicts. 

This paper aims to analyze the influence of the conflict on the civic education agenda. Another goal was to fill the gaps in the scholarly literature and develop recommendations to promote the problem-solving process. 

The paper analyzes the experiences of four countries. They are Azerbaijan, Armenia, Georgia and Ukraine. Selection of these countries is based on the following criteria: all these countries were part of the soviet system and started developing independent statehood in the early 90th of XXth; correspondingly lack of participatory experience; intervention of Russian politics in the internal affair; varying attitudes toward the neighbor and Russian federation; all four countries are enrolled in ongoing or frozen conflict with neighbor. 

The policy paper is based on qualitative research methodology. At the initial stage, desk research was conducted to review scientific literature and social media data. Based on the collected materials, a semi-structural guide was prepared, the main instrument of round tables implemented in all the above-mentioned countries.

The project “Cultural Animators and Media Experts for Democratic changes 2022-2023″ is developed and implemented by Eastern European Association for Citizenship Education (EEACE), Youth is Power NGO (YiP, Armenia), Mostenitorii NGO (Moldova) and Studiefrämjandet Uppsala (Sweden).

The project has been funded with support from the Swedish Institute.

Within the framework of the project, two project results have been developed: 

• The concept of the International School of Cultural Animators,
• An electronic manual for the participants of this School. 

Both the School and the manual aim to improve the skills of cultural animators and media experts from the Eastern Partnership countries in the development of projects and educational programs aimed at promoting democratic change through culture.

The School itself is envisaged to be held in 2024 within the scope of the successor project, which will also be submitted to the Swedish Institute.

The key activities within the project were:

• Conducting 3 online or offline meetings to assess the needs of potential participants in the future School (July-August, 2022)
• Working meeting of experts, aiming to develop the concept and program of the School (September, 2022)
• Writing a manual on initiating projects for cultural animators interested in promoting democratic values (October, 2022-April, 2023)

The next step will be to test the materials of this manual in the countries of the region.

While the Guidelines have been developed specifically for use by the Federal Administration, the goals, objectives and measures it contains can be easily transferred to other events. In Germany’s National Programme on Sustainable Consumption, the Federal Government – also aware of its role model function – has committed to ensuring that its own events are sustainably planned, organised and managed. Events are an ideal platform on which to credibly demonstrate how easy and enriching adopting environmentally sound practices can be.

The impact of an event can be enormous – while its organisers and participants facilitate sustainability through their actions and behaviours, contracted service providers respond by adapting their goods and services to meet that demand, increasingly offering sustainable solutions.
