The EENCE Citizenship Education Caravan continues its journey across Georgia. Day 2

Several Caravan events took place in different cities of Georgia on 8 October.

The day started with the presentation of the modelling game “Sinoli” at the Shota Rustaveli State University in Batumi. The meeting gathered 27 motivated trainees, teachers from different schools.

The presentation was conducted by Maka Bibileishvili, a citizenship education expert. The participants of the meeting were also other experts Natalie Gamtsemlidze and Tamar Karaia.

The aim of the game was the influence of media on public opinion and citizens’ behaviour. The simulation game showed the participants the importance of balanced and objective information.

The presentation was interactive and did not resemble a standard lecture. The participants openly expressed their emotions, declared their interests and asked questions. Teachers who participated in the meeting noted that the situations described in the game were very similar to the situation in Georgia. They noted that today it has become difficult to distinguish misinformation from reality, and the media have a significant influence on the formation of public opinion.

Another presentation of the game was held in parallel at School #15 in Rustavi. It was conducted by Sopio Bachilava, an expert in citizenship education.

The participants of the meeting were 23 civic education teachers, several schoolchildren, as well as the Chairperson of the Shida Kartli Regional Council Lia Gugunishvili.

The next meeting was also held within the walls of the University in Batumi. Sixteen teachers under the leadership of Nino Gvaramadze discussed the 12 recommendations of the European Union on the establishment of democracy. The participants of the meeting discussed the principles of democracy as well as each of the 12 recommendations.

The possibility of using these topics in the educational process was also discussed during the meeting. The participants shared the opinion that the implementation of the recommendations would be a step towards democracy in the country.

Another information meeting was held at School #5 in Bolnisi, Kvemo Kartli region. Citizenship education experts Maka Kemkhadze and Keti Mukhiguli organised a discussion on how young people can get involved in issues important to themselves and society.

Another venue of the Caravan was the Centre for Management of Vocational Programmes and Continuing Education, where the project participants discussed the importance and peculiarities of using electronic and other mechanisms for teaching citizenship education in vocational colleges.

The participants received information from Lela Javakhishvili on how to request public information from different institutions, how to create a petition to be able to prevent/solve problems and issues in their community.

The caravan team also travelled to the seaside town of Chakvi, where they were received by students from the First People’s School. Here, the students, their parents and teachers watched and discussed the short film “Sky”, the main storyline of which is devoted to the issue of equality and humanity. The issue of socialisation of people with disabilities is an urgent challenge for Georgia today and therefore such discussions play a great role in the process of forming a democratic society.

The participants discussed the content of the film and talked about the main problems of people with disabilities and possible ways to solve them. The participants were maximally involved in the discussion process and noted that such meetings should be held more often.

The Caravan of Citizenship Education visits to northern regions in Moldova. Day 2

On the second day of the Caravan in Moldova, the destination was Edineț. There were planned activities with different categories of people, from pupils in school to city hall workers.

At the High School “Mihai Eminescu” the experts: Yuriy Petrushenko, Alexandru Seu and Daniela Vacarciuc had a workshop with teenagers about education for European integration. Pupils were asked to create a portrait of a European citizen, where they had to add the qualities and the values that they believe a citizen has to get in order to be part of the European community. As a result, the qualities that were mostly mentioned were: honesty, integrity, authenticity, flexibility, and community engagement.

At the Secondary school „Grigore Vieru” the experts Valery Balayan, Natalia Cebotari, and Petru Golban discussed European citizenship: rights and responsibilities.

During the activity, Anastasia, who was one of the participants mentioned: “For me, Europe is identified with blue color, it expresses peace for the community”

Afterward, the Caravan team with city hall employees had a workshop with the topic “Democratic Citizenship: Rights and Responsibilities” which was an important destination for an exchange of knowledge about civic local engagement with international experts and to see how the projects are developing in the main institution in the city.

Being present at the event, the mayor of the city, Constantin Cojocaru expressed his gratitude and openness for this initiative saying: ” It is critical to have these opportunities where the international experts can share their civic experiences from their countries, so we could implement the directions for a better and resilient society”, and „I consider myself a liberal mayor, but I will take a lot of things into account after this meeting.”.

Nikolai Viniatinsky, seminar participant: “Today our city was visited by the Civic Education Caravan. Representatives of Germany, Armenia, Azerbaijan, Georgia, and Moldova held a lesson in the mayor’s office on the topic “Democratic citizenship: rights and responsibilities.” The guests told us about themselves, gave a correct understanding of modern democracy, told us what and how to increase civic activity, to improve life, and advised us to involve our youth in public life. As for ourselves, we took an interest in the activity of our society. “

On the way to the third planned activity, the Caravan team had the chance to visit the local surroundings of Edineț city.

At the Museum of the City of Edineț, together with the director Mosoric Galina, museum workers, and teachers discussed the importance of preserving history and the past in order to choose the right paths in the future. Indeed, without remembering the effort that was made to create the present time, we can’t access a bright and successful future, that is why museums can be associated with “the devoted historical altars” for citizens.

That was an interesting and truly enriched experience because of the experience we shared, the exchange of productive opinions that resulted for future projects and ideas in citizenship education and engagement.

It is convenient to wait for someone to do something, to look for the guilty and responsible. This has been going on since the Soviet Union – we expect someone to do everything for us. This is transmitted already in school and in the family, when “supposedly superior” dictate (come on, answer, sit forward…), and do not look at the other as the same thinking subject.

Teachers – setting an example. If they themselves don’t do what they teach, you lose confidence in the subject (and the teachers).

For the first time in the Republic of Moldova, at the Pedagogical State University, ”Ion Creangă” the Citizenship Education Caravan 2023 has started. Along with experts from Azerbaijan, Belarus, Georgia, and Ukraine, students, pupils, and teachers were engaged in a discussion panel and workshop about the role of civic education in our societies and how they can improve their capacity to change their communities.

The Caravan was launched on the 25th of September by the national coordinator in the Republic of Moldova, Sergiu Musteață.

”I believe that, especially in these difficult times, the young Moldovan generation has to know all the perspectives of their true mission in civic engagement, the opportunities, and their rights in making decisions, that is why we invited them to discover more from verified sources and experts. ”, mentioned Sergiu Musteață.

As part of the expert team, Svetlana Alenitskaya, representative of the Federal Agency for Citizenship Education explained that the aim of the agency is “to be the soft protection of constitution because through the principles of neutrality, actuality, and comprehensiveness we are trying to involve as many persons as we can. We want to get to all that civic engagement can and should be as accessible as it is.”

During the workshop, Azar Ramazanov, Yuriy Petrushenko and Nino Gvaramadze, together with pupils from three of the “Gheorghe Asachi”, “George Meniuc” and “Liviu Deleanu” High Schools discussed the types of civic engagement: passive, symbolic and the active one, they implemented the ways they can improve their communities and how concluded on how important is to be involved in civic education and knowledge.

For the next few days, The Citizenship Education Caravan will take place in other four cities in Moldova: Edineț, Soroca, Căușeni, and Strășeni.

The purpose of organizing this project in Moldova during these uncertain times from political, social, and global views is more than the general one because young people are the most powerful but at the same time the most vulnerable in getting the information, that is why we need to assure that they get actual, neutral and comprehensive knowledge on citizenship education.

Caravan of Citizenship Education in Ukraine. Day 4

Experts in all three cities in Ukraine began the day not with presentations, but with air raids and rocket attacks in western Ukraine. In particular, in the city of Rivne, there were two hits on an energy facility and a civilian infrastructure facility. Almost 2 dozen people were injured in the morning shelling in Ukraine.

Citizenship education is extremely important because it teaches civility and democratic values. This is the mission of the Caravan’s trainers. The theme of the Caravan in Ukraine is “Citizenship Education for Survival and Victory”!

Having recovered from the morning events, Inna Semenets-Orlova opened the fourth day of the Caravan in Rivne.

The trainer explained to the audience that in today’s world of anti-fragility, the ability to be creative is important for quick problem solving, including in the public sphere.

During the training, participants learned to assess the potential of creative thinking for building a culture of citizenship.

Following Ms. Inna, a trainer from Kyiv, Daria Pylyo, started her work in Ternopil.

During the discussion, the participants figured out how to approach the work from the perspective of project management and how to use clustering.

The expert shared with the participants the key principles of project management that will allow them to better organize the workflow and allocate project tasks and resources to increase its efficiency.

The caravan finalized in Lutsk with the training “Creating Your Own Brand” by Olga Tsipan.

The participants learned how to find themselves in life, show their identity and uniqueness, develop manners, confidence and communication skills.

Finally, Rivne experts visited the Amber Museum and learned about the uniqueness of the region.

Caravaners in Ukraine have achieved their goal. 12 trainers in three cities organized and conducted 15 events in four days. Most importantly, 336 participants joined the Сaravan’s ideas. All for the sake of citizenship education values!

The Сaravan in Ukraine is dedicated to all the Heroes who have died for Ukraine’s independence since 2014 to the present day. Thanks to them, Ukrainians continue living every day life.

September 20 is the third day of the Caravan in Ukraine, which reaches the equator of the project.

We start the day with a training session by expert Mykola Smolinskyy in Rivne on “Social entrepreneurship as an effective tool for the development of NGOs”.

The successful experience of the Eastern Partnership and EU countries shows that social entrepreneurship is a tool that allows NGOs and charitable foundations to be sustainable, develop and implement their own policies, mission and strategy.

Therefore, together with the participants, we discussed mechanisms and tools for the development of public organizations to increase their sustainability.

In the afternoon, the baton was passed to Lutsk, where expert Oksana Urban took the audience out of their comfort zone and taught them how to work in a team during the training “Leadership Development and Teamwork.” The participants brainstormed what teamwork is and what the role of each team member is.

Oksana Zamora shared her experience of internationalizing educational institutions with the training participants. They also discussed internationalization strategies for universities and principles of development, development of international cooperation and formation of the university’s international image.

The final event of the Caravan in Ternopil was a presentation by Oksana Kachurivska, who discussed with the participants the practical experience of relocating businesses to Ternopil region, means of financing such processes, cause and effect of successes and scaling losses.

The second day of the Caravan in Ukraine has taken place. September, 19 Lutsk joined the Caravan. As part of the project, 5 more events were held in three cities today, attended by dozens of people who wanted to improve their citizenship education skills. The key topics of the trainings were grant-raising, advocacy, working with reputation building and protection, increasing academic mobility, fighting against manipulative video content.

An interesting discussion unfolded during Mykola Smolinsky’s workshop “Grant Opportunities for Business.” Participants, including representatives of small and medium-sized businesses, noted that businesses currently lack the knowledge to work independently with grant resources. Therefore, a whole niche of outsourced specialists is waiting for its moment of glory.

Serhiy Shturhetsky’s “Hell’s Kitchen” in Lutsk united the audience around the concepts of fake, propaganda, and manipulation. They discussed current news and the secrets of its dissemination. Also, together with the expert, they worked out a detailed “recipe” for making fake news.

At 14:00, Caravan returned to Rivne, where Oksana Zamora shared her experience of finding and receiving grant funding for study, internships, or work abroad. Participants lively discussed the prospects of attracting a grant to progress in their careers, grow and professional development.

The young people in Lutsk, together with an expert from Azerbaijan, Namaz Karimov, found out that advocacy is about motivating and mobilizing the community. It starts with a small group of people who share concerns about a particular problem and are ready to devote time, experience and available resources to achieve the desired changes. We practiced engagement through practical examples and teamwork.

The fifth and final event of the day was Olga Petrova’s training in Ternopil on “Reputation Management”.

In today’s world of active journalism and social media, everyone – from an employee of an educational institution to a politician – should take care of their reputation. So, together with the trainer, it has been analyzed the difference between image and reputation, learned how to create a company’s “biography”, and analyzed the rules for dealing with negativity and hate.

The Citizenship Education Caravan actively broke into the NGO space and quickly found its audience. In just the first two days, the Caravan’s events were attended by 173 people.

The first Caravan event in this country will take place on September 18 at the Diia.Business Rivne entrepreneurship support center.

The presentation of the international project was opened by the national coordinator in Ukraine, Olha Horkavchuk, who announced events.

The project has already been implemented in Poland, Lithuania, Armenia, and Azerbaijan, so Ukraine has taken over the baton.

September 18 the Caravan starts simultaneously in Rivne and Ternopil.

Yuriy Petrushenko, Chairman of the Board of the Eastern European Association for Civic Education, Deputy Chairman of the Board of the Ukrainian Association for Adult Education, joined the presentation online. Yuriy spoke about the activities of the Eastern European Network for Citizenship Education and the possibilities of joining it. In conclusion, Yurii wished success to the trainers and participants of the Caravan events.

To implement the project, trainers from the Czech Republic and Azerbaijan came to Ukraine to work together with Ukrainian experts. Representatives of the NGO sector came to the project presentation from four regions of Ukraine: Khmelnytsky, Rivne, Volyn, and Zhytomyr. Each of them presented their area of work and vectors of interest in participating in the Caravan projects. Olga Gorkavchuk also introduced the project trainers and coordinators who will work in different cities.

The first event of the Caravan was a training session by Anna Dmytryshyna in Rivne. It was about how to cope with stress, which is especially important in Ukraine during the war. The participants shared their own triggers, and the trainer demonstrated practices not only to combat stress but also to prevent it. The expert emphasized that it is possible to get ahead of stress if you listen to your body.

The final event of the first day of the Caravan was Olga Petrova’s training in Ternopil.

As part of the event “Cybersecurity. Propaganda and Disinformation” participants analyzed their approach to personal safety and hygiene. The module on false information discussed how fakes affect our daily lives. Participants practically analyzed the security of their gadgets and accounts.

The second day of the Caravan will be marked by simultaneous citizenship education events in three Ukrainian cities. There are many useful things ahead.

The EENCE Citizenship Education Caravan aims to support citizenship education providers in the Eastern Partnership region who are actively working to develop the promotion and protection of democratic values. The Caravan also aims to demonstrate the diversity of formats and topics, covering different target groups and stakeholders.

Meet the experts at Caravan:

Valery Balayan (Ukraine)

Russian and Ukrainian documentalist, journalist at Radio Liberty, citizenship education trainer, and professor at the Free University of Riga, Latvia.

He is also the General Director of the public organization registered in Kyiv, Ukraine – “Centre for the Study and Development of Civil Initiatives”.

Natalia Cebotar (Moldova)

Teacher of history and education for society. National trainer in the educational projects
“Education for Democracy in the Republic of Moldova”, “INSPIRE”, “Children Defenders of
Human Rights”, etc.

Nino Gvaramadze (Georgia)

Doctor in pedagogy, professor at the European University (Georgia), expert in Citizenship
Education at the National Center for Professional Development of Teachers. Nino has published
more than 25 works in the field of civic education. During the Caravan in Moldova, she will give presentations and discussions on the topics: Democratic Citizenship and Civic Participation.

Petru Golban (Moldova)

Teacher of history and education for society, national trainer at Education for Society and within the Democratic School Governance project in the Republic of Moldova.

Co-author of some curricular documents, and author of some historical-themed articles.

Corina Lungu (Moldova)

Main consultant at the Ministry of Education and Research (since 2010), responsible for the coordination, at the national level, of curriculum policies in the field of socio-human sciences.

She has extensive experience in curriculum development and is the author, co-author and coordinator of numerous regulatory acts regarding the organization of general education and didactic products for the school subjects “Romanian and Universal History”, and “Education for Society”.

Yury Petrushenko (Ukraine)

Head of the Board of the East European Association for Civic Education, deputy head of the Council of the Ukrainian Association for Adult Education.

He has over 15 years of experience in implementing educational projects in the field of adult education and citizenship education at local, national, and international levels. Head of the Adult Education Center in
Sumy Ukraine.

Yury is a doctor of economic sciences, professor, and head of department at Sumy State University.

Alexandru Seu (Moldova)

History teacher. Professional concerns are focused on studying historical facts from the perspective of collective memory and on strengthening civic skills through a constructive approach to media and electoral education.

He is the author of several scientific and popularization articles in the field. As part of the Caravan, he will address the issue of the historical memory of Stalinist repressions and the particularities of the electoral processes in the context of the Local Elections in Moldova.

Azar Ramazanov (Azerbaidjan)

President of the Association for Adult Education. Director of the Consultancy Center for Adult Education.

He has over 20 years of experience in the implementation and development of educational projects and programs, adult education, and citizenship education at the national and international levels.

Daniela Vacarciuc (Moldova)

A history teacher, and high school director, has studies in the fields of educational management, and history teaching and is an expert within the Pestalozzi Project.

She believes in democratic values and constantly promotes them.

Sergiu Musteata (Moldova)

National coordinator of the Caravan in Moldova.

Historian, Professor of the Department of History and Geography at the Ion Creanga Pedagogical State University of Chisinau.

Former researcher at various fellowships in the USA, Germany, Hungary, Sweden, Poland, etc.

Founder of the National Association of Historians of Moldova.

During the last three decades he has realised many projects related to history education, democratic citizenship and heritage preservation.

Mykola Smolinskyy (Ukraine)

President of CEASC. Business coach, European integration specialist, consultant on finding grant funding from the European Union funds. He is a guest lecturer at business schools, KIMBS, MIM-Kyiv, and Business Information Support Centers within the EU4Business project. Co-author and trainer of postgraduate programs in project management and quality management systems. Author of training programs within the framework of UNICEF and SWISS FOUNDATION FOR TECHNICAL COOPERATION projects. Expert and consultant at Diia.Business in Rivne.The topics of the meeting during the Caravan will be “Grant opportunities for business” and “Social entrepreneurship as an effective tool for the development of public organizations”.

Master of Psychology, teacher of psychology, member of the Ukrainian Transactional Analysis Society.

I work in the transactional analysis method, play therapist, art therapist, basic training in symbolic drama. I lead a support group for parents.

The topics of the meeting during the Caravan will be “False Information, Cyber Hygiene” and “Reputation Management”.

Olga Tsipan (Ukraine)

Founder and head of the NGO “Center for Children’s Development “ERUDIT”, member of the NGO “Women’s Interaction”, facilitator and trainer on personal brand development for teenagers.

Trainer and consultant on the establishment and development of NGOs. Project manager. Speaker of the youth organization Leap.rv.ua.

The topic of the meeting during the Caravan will be “How to create and promote a personal brand.”

Serhiy Shturhetskyy (Ukraine)

Expert with many years of experience in the media, Chairman of the Independent Media Trade Union of Ukraine, PhD in Public Administration, Associate Professor, author and co-author of more than 10 textbooks and manuals on journalism and media literacy.

The topic of the meeting during the Caravan will be “Hell’s Kitchen: How Manipulations and Propaganda are Made”.

Oksana Urban (Ukraine)

PhD in Economics, Associate Professor, has experience working with USAID, U-lead with Europe, UNDP, Executive Director of the NGO “European Vector Volyn.

Associate Professor of International Economic Relations at Lutsk National Technical University, represented Ukraine’s interests at NATO Headquarters in 2009, 2010, and 2015.

The topic of the meeting during the Caravan will be “Leadership Development and Teamwork”.

Namaz Karimov (Azerbaijan)

More than 10 years of experience in the social sector, including in international organizations such as ICRC, UNICEF, and GIZ in various positions in Azerbaijan. I am a graduate of the Theodor Heuss Kolleg School of Facilitators in Germany. He is a member of the MitOst Association, Bosh Alumni Network, MOCI Platform and EU4Youth Alumni Network.

The topic of the meeting during the Caravan will be “Protection of interests. Advocacy”.

Oksana Kachurivska (Ukraine)

Head of the entrepreneur support center Diia.Business in Ternopil. Head of the NGO West Ukrainian Digital. Project manager. Trainer in business resilience and sustainability. Consultant on attracting resources for community development, cooperation with international partners and donor organizations.

The topic of the meeting during the Caravan will be “Business Relocation and Integration”.

Oksana Zamora (Ukraine)

Project manager (7 years of experience in the international cooperation department of the university and 10+ years of experience in the third and educational sectors in the development/implementation of international projects (EC, FAO, CEE and EBRD).

She is a practicing trainer of non-formal education. Participant in 30+ individual mobility programs. PhD in Economics, Associate Professor at Sumy State University.

Olga Horkavchuk (Ukraine)

National coordinator of Caravan in Ukraine.

Doctor of Social Sciences, Project Manager, CEASC Project Manager, Chairperson of NGO “Women’s Interaction”, NGO “Business Development Fund”.

She has been working in the field of citizenship education in Ukraine for 15 years.

For the last 3 years she has been focusing on supporting women: migrants, those raising children with disabilities, and women who want to start their own business.

The Caravan is organized by a consortium of EENCE experts and organizations in the framework of the project “EENCE Citizenship Education Caravan”, funded by the Federal Agency for Citizenship Education (Bundeszentrale für politische Bildung / bpb) with funds allocated by the German Federal Foreign Office.

Ghazaros Teknejyan: I hope that Caravan will become annual project

The first country to host the EENCE Citizenship Education Caravan was Armenia. We asked the national coordinator of the Caravan in this country to share his impressions of this event. Ghazaros Teknejyan speaking:

It was our pleasure to host 4 international experts from Belarus, Bulgaria, Georgia and Ukraine and to collaborate with 4 national experts.

During the whole period of Caravan, which lasted from 11 till 15 of August we have traveled in Yerevan and in the 3 regions of Armenia: Kotayk, Gegharkunik and Armavir.

Our biggest achievement is the realization of 21 events in total, which was specifically designed for the local communities fulfilling their interests and needs.

More than 300 people attended to our events, learned and shared their thoughts and made their own contribution by their active presence.

According to the reactions of our target groups in the cities Hrazdan, Armavir, Gavar and Yerevan the participants were fully involved in the processes, they expressed their interests and involvements to all the events that our both national and international experts leaded.

Almost everywhere the hot topic still stayed the issue of war and peace, the military escalation in the boarders of Armenia and Azerbaijan, the aggression of Azerbaijan towards both Armenia and Nagorno Karabakh (Artsakh) and of course the total blockade of Nagorno Karabakh from the other parts of the world with 120 000 population and the humanitarian crises because of the hunger, zero medical supplies, cut off the electricity, gas, petrol supplies, no free movements, basic human rights of education, transportation, self-determination etc.

The other topics which we touched was the territorial stability, war and peace in Ukraine, Russia and in eastern European countries, gender equality, media literacy, education, hybrid war, democracy and EU integration etc.

I hope that Caravan will become annual project and next time we can include other regions too.
