Countering hate speech in times of war and political crisis
This is the name of the working meeting to be held on 22-25 August 2024 in Warsaw, Poland.
Participants of the working meeting will be able to:
- Discuss the phenomenon, causes, peculiarities of manifestation and consequences of hate speech in the conditions of war and political crisis in the Eastern Partnership (EaP) region and neighboring countries from the point of view of experts from various fields (education, linguistics, history, law, psychology, social communications, journalism, etc.).
- Exchange good practices in countering hate speech in their work.
- Develop recommendations on countering hate speech for specialists and civil
society organizations from the EaP countries.
The organisers are looking for citizenship education experts from related fields from the EaP countries, as well as those who currently reside as forced migrants in the EU countries, in particular those who face manifestations of hate speech in their work and who are ready to share their experience of countering hate speech and discuss practical recommendations in this area with colleagues from other countries.
Possible formats of participation: online and offline.
The working languages of the event are English and Russian.
It is also expected that participants will be able to use the national languages supporting each other.

In case the number of applications exceeds the planned number of participants, a competitive selection process will be held. Criteria for selection of participants:
– Relevance of the proposed presentation to the topic of the working meeting.
– Motivation to participate in the working meeting and willingness to use the results of the meeting in their work.
– Geographical and gender balance.
Active members of the Eastern European Network for Civic Education (EENCE) and the EENCE working group ‘Countering Hate Speech in Times of War and Political Crisis’ will be given preference in the selection process.
The organizers will provide selected participants with accommodation in 2-person bedrooms and meals during the working meeting, as well as travel expenses to and from Warsaw by the most economical means of transport (tickets will have to be purchased by the participants after the price is agreed with the organizers; travel expenses will be reimbursed in cash during the working meeting).

The working meeting is held within the framework of the project ‘Countering Hate Speech in the Times of War and Political Crisis through Civic Education’, which is developed and implemented by a consortium of experts of EENCE – Eastern European Network for Citizenship Education, funded by the Federal Agency for Civic Education Bundeszentrale für politische Bildung (bpb) with funding from the German Federal Foreign Office under
the programme ‘Enhancing Cooperation with Civil Society in the Eastern Partnership Countries’.
