We, аs representatives of organisations and experts devoted to advancing citizenship education in Eastern Partnership countries of the European Union and neighbouring countries,
- – recognising the key role of citizenship education in promoting the ideas of democracy, peace and sustainable development in our region,
- – taking into account such basic international documents as the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the European Convention on Human Rights, and the International Covenant on Economic, Social and Cultural Rights, and
- – according to the Council of Europe Charter on Education for Democratic Citizenship and Human Rights Education,
Specifically, subscribe to the following values and principles:
- – open dialogue, based on the respect for the dignity of all participants and the resolution of conflicts in a peaceful way;
- – gender equality;
- – openness and transparency in all activities and decision-making;
- – the safety of all members;
- – Network members respect the territorial integrity of the countries as defined by international documents and law;
- – Network members oppose the military aggression of any country against any other, including Russian aggression against Ukraine;
– Network members do not cooperate with any governments, organisations, structures or persons which are subject to EU sanctions for violating democratic standards and/or human rights violations or with non-governmental and other organisations, experts and persons funded in whole or part from the government, organisations or persons who are subject to EU sanctions;
– The EENCE Network is a not-for-profit organisation; all available resources are used for the achievement of the Network mission only;
– Network members do not create or disseminate propaganda and disinformation and do not use hate speech;
see its mission as contributing to the sustainable development of civil society in the Eastern Partnership region and neighbouring countries through expanding the sphere of citizenship education and strengthening the potential of organisations and experts working in this field.
And uniting our efforts for joint activities in the following areas:
1. Strengthening the capacity of organisations and experts in the field of citizenship education through advanced training for managers and educators, exchange of work experience, documentation and multiplication of best practices as well as joint research.
2. Promoting citizenship education that is directed to the formation of democratic values and influencing the decision-making processes in all areas of society through common campaigns, dialogue, discussion platforms, research, participation in other networks, and international institutions.
The Memorandum is open to be signed by experts, representatives of civil society and state institutions, research institutes, media, national and international organisations, etc., who share our goals and are ready to cooperate in implementing the priorities of activities stated in this Memorandum.
The signing of the Memorandum is an application for membership and entry to the EENCE Network. The Network Coordination Council will contact the signatories of the Memorandum if there is a need to obtain additional information and will inform signatories about the outcome of considering their application.
Violation of the Memorandum could result in exclusion from the Network, according to the Network’s accepted procedures.
